The Date/Time Utilities are a dynamic-link library of 27 original date and time functions, BASIC, C++, and Delphi modules, libraries, and header, or include, files, for direct DLL links, and help references for all functions and support files. One function group identifies leap-years, finds days in a month, days in a year, and day-of-the-week. Another accepts SYSTEMTIMEs, finds the differences between and increments or decrements date/times, and converts local date/times to universal (UTC), or system, date/times and vise-versa. Other functions perform locale, or region, operations on primary and sublanguages, handle date/time formatting, read and write date/time strings using format and locale parameters, and perform difference, increment, and decrement operations on date/time strings.
