DB on the internet

What's the best type of database ? and how can I play with it ? any web page or idea ?

SQL Server or Oracle are great DBMS, and using ASP or PHP solutions is for me one of the most simple and moreover reliable way for the Internet DataBase working. (WARNING: Oracle is maybe the best DBMS but maybe also the most expensive !)
I'm a Delphi lover, but I'm not sure it is the best tool for developping Internet DB Projects...
But before taking you decision, wait for some other ones to answer you, in order to take the best solution. Their advice and personnal experiences will be interesting.

For the moment, I simply Don't ! ;)
But in my firm we have such this kind of tool, and my collegue is using Micro$oft (SORRY...) Visual Interdev, so ASP linked to a SQL Server DataBase (still Micro$oft, still sorry...).
Delphi is used for a LAN client-server application (not an Internet one), and for this it is really the greatest tool (in my opinion).
