Must MS Access be installed?

I am working on a Delphi application using a MS Access database.
Must the user of my program have MS Access installed on his computer in order to use my program? (The file is something like "mydatabse.mdb")

Microsoft ODBC driver for Access included in Windows 7 and later...

If you're using the Microsoft ODBC driver for Access...
it should be included in Windows 7 and later (the 32 bit version)

Do you know how I can check if I am using this driver?
I use Windows10 and as far as I know the user of my program is using Windows7 or Windows10.
