Default time zone conversion

okay i have a time say 10:23 AM that is EasternDaylightTime, but will be EST after the fall behind change. what i am looking for is an elegant solution to converting that time to the user's local time (as reported by systemtime on his PC). the actual end result is that i need to determine whether or not it is later than the 10:23 AM. so i either need to convert the user's systemtime to eastern or vice versa. probably the better choice (since it will display on the user's screen) is to convert the EDT (10:23) to user's local. is there a way to get the window's setting for the user's time zone? any ideas will be appreciated.

good deal - i downloaded the zip and will check it out asap. i think this will probably be ticket since it says that it hooks an API to get local cfg settings. if nothing else i can code each zone by brute force, given that i know the local setting.

thanks for the quick response - i was beginning to wonder if this place was a twighlight zone.

Well, delphi development is slowly going backwards... Less and less developers there...
I use Delphi only for my fun projects @home...

I'm not a native englisch person, so "i think this will probably be ticket since" is the part I don't understand, sorry... Not sure if you mean it's a good or a bad thing...
But I'll read it here if you need more help though...

well it should read 'be the ticket' which means that it is the key or way in to solve the problem at hand. it is a good thing. i haven't had time yet to test the code. i am busy taming other alligators. well if you use delphi for your at home fun projects what do you use for the other projects? are these for at work type applications?

The company I work for uses Clarion as development tool... So yes, this is a work type applications thing...
Other languages I know are the basics of C(++), VB and I'm learning (self-study) on C# nowadays...

But Delphi still is my biggest love, it's easy (and fast) to create great solutions...
