Buttons on Main Menus

I am looking to add a button over the top of a main menu in my delphi project, but i can't seem to move it to the front, it always sits behind. It is actually a 'close' button and I would like to have it in line with the main menu as I have removed the sizeable borders and do not want a bar above the menu. Sorry if this doesn't make sense to you - just ask! thanks for any help!
