Why Cannot Browse : http://LocalHost/Index.htm

[Solaris]

Dear Experts.
I IIS7 on Windows7 for Introduction With CGI,Websnap ,... .
I create a CGI on C:\inetpub\wwwroot\cgi\getdate.exe.
Browse it by IE8 Succesfully.
I create Simple Index.htm on C:\inetpub\wwwroot.
But when want to Browse it HTTP 404 Not found > The Page Cannot be found, appear.

what is the problem?
Why i can browse cgi application and cannot browse a simple web page?

Can you ping http://localhost/?

Have you checked the IIS log after attempting to access the page?

Are you sure IIS is set up on the default port (80)? If so, is that port already in use by something else? Skype is a common problem.
