This can be done in delphi.. but I would not reccomend it.
Take a moment and read over this:
http://www.google.com/url?sa=t&rct=j...cDFAzMsGSpxxKw This is as easy and cheap as it gets if you don't own or control or can configure the router you made this post behind. Writing this into a single delphi app would be a real pain. Unless you were only looking to limit yourself. - weeg
